Err...it might be due to my lack of information but can subject tag be
modified after the user has sent the message? I mean can it be
appended by the listserv filters/monitors, before it lands up on the
list? I have seen anti-virus adding their signature to emails after
its sent. The messages so far which do have the "YOU MUST GIVE A
SUMMARY HERE" text in the subject are the ones where the OP did not
edit the subject, but its prone to editing.

unsubscribed users should be allowed. getting people looking for help
to subscribe is not in the list admins' control. setting the list to
append "moderated" text to unsubscribed poster's email/post is very
much _is_.
