Are you trying to do this with a Writer document or with the HTML editor?

The correct form for a link to a location within a html file is to place an
anchor in your destination document and then link to that anchor from the
origin document.

Example:  

Anchor:  <A HREF="#contacts">Contact us</A>

Link: <A HREF="index.html#contacts">Contact us</A></P>

This can be structured through OO  Format - Character - Hyperlink menu.
