Yes: the only way I can see to do this is indeed to create a suitable
default template. Here's how to do that.
o Open a new blank text document.
o Change to Web Layout view. (Also make any other changes you need.)
o Go to File | Templates > | Save..., select My Templates under
Categories, give the new template a name, and select OK.
o Now go to File | Templates > | Organize..., double-click on My
Templates to open it, and select the new template.
o Under Commands, select Set As Default Template and then Close.
o Close the document, discarding changes.
