As someone has already suggested, the way to set what you require as the regular behaviour is to go to Tools | AutoCorrect... | Custom Quotes and choose what you prefer. To disable the replacement of single or double quotes, remove the ticks from the Replace boxes.
But it is worth mentioning that there is a workaround which helps if, say, you generally want "smart quotes" but occasionally don't. Writer treats your typing the quotation mark and then its automatic correction as two separate operations, so if you undo just the last one, it will revert to the plain quotation mark that you typed. Just go immediately to Edit | Undo: AutoCorrect or just use Ctrl+Z.
