Common.xcu is located at:
C:\Documents and Settings\<user>\Application
Data\OpenOffice.org\<user>\registry\data\org\openoffice\Office\Common.xcu

Given that both Harry and Scott are experiencing the identical problem,
I recommend that a bug be filed so that the developers are aware &
hopefully can figure out what is wrong.

Harry/Scott would either of you please file an issue/bug?

This should help get you started:
http://qa.openoffice.org/issue_handling/bug_writing_guidelines.html

1. Read the guidelines
2. Register
3. Submit the issue.

If neither of you feel comfortable doing that, let me know and I'll be
happy to help you through the process, or file the bug for you.

Gary
