The "moderated" in the subject line does mean that the user is not
subscribed but *not* all messages from unsubscribed users carry it.

The only guaranteed way to detect a message from a non-subscribed user is to
look at the "Delivered-To" headers. If and only if there is a "Delivered-To:
moderator" header then the sender is unsubscribed.
