First you need to ensure that you have all the relevant dictionaries
installed - File>Wizards>Install New Dictionaries.
Then you need to know that language is a characteristic of either the
"character" or the "paragraph". The easiest is to set "paragraph styles"
for each language. For details of working with styles, see chapters 6
and 7 of the Writer Guide at

Basically, as you write your document you select the style (=language)
for the next paragraph(s) so that each paragraph is spell checked in its
own language.
Having created a set of styles to your taste you can save the set as a
template which you can then either use explicitly for each document or
set as your default template (for all documents). Details of templates
