When you paste from the internet, the graphics are linked.
By choosing Edit|Links in the menu of OOo, you can start a window where
you can choose for un-linking. The graphics are actually in your
document then.
So this is not a bug. Just something you didn't realise or know before.
Which is not a shame, since there a quite a few features that you cannot
all understand without learning.
