It's like a lot of things: if you want it, it's invaluable; if you don't, it's frustrating!

But it doesn't have to be "always on". Just go to Tools | AutoCorrect... | Options and remove the tick from "Apply numbering - symbol:".

It's also worth mentioning that in this case as in many others, OpenOffice treats what you type and any automatic correction it applies as two separate actions. So if you choose to have the automatic numbering on but don't want the correction that it makes in a particular instance, you can simply use Edit | Undo (or Ctrl+Z) immediately to undo the correction but leave the effect of your own typing.
