The possibility exits if you know how to use styles. If you are using
the Default paragraph style, Format > Paragraph will open the Paragraph
window. Using the options available on the tabs of this window will make
the changes you need to do what you want.
Since Writer uses styles so much, I suggest you get the Writer Guide
available at http://documentation.openoffice.org/manuals/. It has two
chapters on styles.
