This does appear to be a problem with OO 2.3.

When working in millimetres it isn't possible to set a page height greater
than 300mm, and setting page size to A3 produces a 300x296.99mm page.

The workaround is to set default units to centimetres or points which do
allow you to set a full A3 page.
