I had the same error message when I tried to install openoffice. I discovered that the file mscoree.dll (C:/Windows/system32/) was the culprit. I changed the name of the file to mscoreebak.dll and the install then went without a hitch. I then renamed the file to its original. I don't know why it worked but it did. I hope this helps
