Yes.  However, tehy are also supposed to do one of the following:
* Provide complete source code witht he program;
* Provide an address that will be valid for at least three years after
the date of purchase, from which you can obtain a copy of the source
code for no more than the cost of the media;

Yes. (The LGPL recommends that code changes be sent upstream for
possible inclusion in new versions of the program. )

Only if the box or packaging does not specify that the program is
distributed under the GNU LGPL, can anything be done from a legal POV.

If they claim any license other than GNU LGPL, then they are in
violation of copyright law.
