You haven't told us which OS (Operating System - eg. Linux, Mac,
Solaris, Windows, etc.) you are using, so I will take a guess that you
have some flavor of MS Windows. There are several ways of finding files
you have put on your computer. One way is to use the "Search" option in
your "Start" menu and look for a file name beginning with"
"OOo_2.3.0_Win32Intel_install...". When you find the file double click
on it to start the installer program. Only when you have installed OOo
(OpenOffice.org) will you be able to use it.
