Installation of 2.3 replaces the 2.1 installation. Since you're being asked to register when you try and start OpenOffice you may have successfully installed 2.3. Next time you start the program and it asks you to register look for the check box next to 'I have already registered.' Click that and next startup you shouldn't be bothered with the registration prompt.
