OOo is Free Libre Open Source Software.  As such, there is no inherent
requirement to buy a copy.   It can be downloaded for whatever your
Internet Connection charges you for the traffic/bandwidth that
downloading it entails.

There are several versions of OOo for Macintosh.

NeoOffice probably is most similar to the look and feel of native
Macintosh applications.

How well that works, depends upon:
* how much data has to be transferred;
* What that data is used for;

Migrating databases is not for the fainthearted.

Consider migrating the database to MySQL, Postgres, or SQLite.  You
will still be able to use OOo as a front end. The back end will be
platform independent --- which means that regardless of the OS the
next secretary uses, the data won't need to remigrated.

In theory, you could do the data migration yourself.

In practice, you'll probably need to hire a firm that specializes in
either FLOSS migration, or data migration.

FWIW,you have written to a mailing list where help is provided by
volunteers. Any costs for what you propose will have to be negotiated
with another organization.
