You are not very clear in what you wrote. Do you mean create a table of
contents in a writer guide with links to the various parts of the document
in Writer? If so, the answer is yes even if you are working with master
documents.
Once you have created the TOC with these links, you can then export it
to PDF. (All of the Guides in the OOo Author's group have been written
since version 2.0.0 came out.)
