Sorry it took so long to answer. Are you using Linux? If so, then simply copy the OOo shortcut and make another one, and add the line export LANG="he_il.utf-8"; before the one of them. Then one shortcut will open OOo in English, and the other will open it in Hebrew. I use that constantly. I even had a third, Russian one for a little while.
