It is absolutely free of charge and everyone is welcome to download and use it. Nobody will ever send you a bill, there is no catch. Second, Microsoft Office can't read the default format that OpenOffice saves documents and presentations in. This is a shortcoming in Microsoft Office, not in OpenOffice. OpenOffice uses an international standard for saving documents.
