As I suspected, it appears the email is blocked by the receiving mail server.  As I mentioned, that may occur due to the attachment types or as someone else mentioned, there may be a restriction on attachment size or mailbox capacity.  Either way, if you can send attachments to some addresses, but not others, the problem is not caused by OpenOffice.  An easy way around this, is to place the file on a server and link to it in your email.
