In trying to re-apply the animations, I found that I could not just
build a list and then animate the entire list as I can in PowerPoint.

difference. I think the ability to create a list and then animate it
would be a frequent need.
I think you can do this.
You will have discovered that when you animate the bulleted list,
each item in the list appears as a separate animated object in the
Custom Animation panel. If you select all these items together and
then select "On click" for Start, the items are set to animate on
separate clicks. This may be counter-intuitive. And it's what you don't want.
Try this:
o Select the first item in the list in the Custom Animation panel.
o Set the Start property to "On click".
o Select all the list items except the first.
o Set the Start property to "With previous" (or even "After previous").
Alternatively, a workaround is to fake your bulleted list using
Insert | Special Character... to create the bullet. U+25CF seems a
suitable candidate, but it doesn't occur in all fonts, which may be a
problem, especially if Impress presentations inherit fonts from
destination systems, which I assume they do. If you then separate
the lines of the list with line breaks instead of paragraph breaks,
Impress will treat the list as a single item in the animation dialogue.
