The simplest is to install one of the colour palettes found at
http://www.esnips.com/web/OOoRelatedThings/.

Alternatively, edit the raw colour palette using a text editor.   The
only downside is that you have to know the RGB values prior to
adding/editing the colours you want to add.

I was going to suggest using the palette creation script but it isn't
at the URL.  :(
