X11 is separate from OS X. This a graphical interface that provides
the window through which OpenOffice communicates with you. On your
Tiger install disk there is a package called, i think, 'X11User'. Or
just run the installer again and look for the optional installs.
When it is installed you will have a new application /Applications/
Utilities/X11.app. The download page did tell you that you needed
X11, and includes a link here: http://porting.openoffice.org/mac/faq/
installing/X11.html to help you do that.
