OpenOffice has a feature called Mail Merge. Look at
http://documentation.openoffice.org/manuals/oooauthors2/index.html and
scroll down till you find it.
Probably the easiest way to create your database is with Calc,
OpenOffice's spreadsheet module. It is also described on that same
documentation page. Note that Calc creates a *spreadsheet*. In strict
pedantic terms spreadsheets are not databases but many people use them
as such. If you want something that you can also use with SQL queries
then you need OpenOffice's "Base" module. You can print labels from it
too but there's more to learn unless you are comfortable with relational
databases.

Overall the steps are
1. Create your database
2. Register it with mail merge
3. Define your labels - OpenOffice knows about many commercially
available label sizes and formats.
4. Print the labels.
