Top post as this user seems to want it.
Two possibilities spring to mind.
1. It is possible to "dock" OpenOffice toolbars, including the Styles &
Formatting toolbar. Move the mouse **slowly** rightwards from the
**extreme** left edge of the screen and watch it **carefully**. Does it
change to a pair of arrows, pointing in opposite directions (left and
right) separated by a pair of vertical lines? If so, move the mouse to
that point and hold down the left mouse button. Now, while holding down
the button, move the mouse to the right. The toolbar should widen enough
for you to be able to "grab" its title bar and undock it by dragging it
into the document. See the Help under Docking>Toolbars for more information.
2. You have managed to drag the toolbar off the screen and then shut
down Writer. Windows tends to remember where you put things and tries to
open them in the same place. Try reducing the resolution of your screen
- *right* click on the *Windows* desktop, choose Properties and then
select Settings. Move the scroll bar to the left slowly until the
resolution setting clicks down once. Then click Apply and enough "OKs"
to get out. Now position the Styles & Formatting somewhere convenient
and re-set the screen resolution.
If neither of these helps then I think you'll need a local Windows guru
to sit and "play" at your screen while you show him/her your problem.
Note that I am 99.9% sure this is a Windows problem, not an OO one
because, as I think you will already have seen from several other
responses, this is *not* a common problem; in fact, in well over a year
supporting OpenOffice I have never come across it before.

I am using OO Writer 2.3, and want to report a bug in the
format-styles menu. The help file tells me to display the format
styles menu by clicking an icon on the formatting menu. There is no
icon like the one shown in help. I found one that looks like a
finger on a piece of paper, but it doesn't display the s&f menu, nor
does the format>styles format pull down menu, nor does f11. I
noticed the right edge of the document moving slightly in each case,
and found that when I moved the right margin to the left, the menu
became visible, otherwise it remains hidden.
It is enough to drive you nuts, and should be fixed.
