You need a torrent client too download a torrent file.
Somebody else can suggest torrent clients. (My ISP blocks all torrent
traffic, on the grounds that torrents consist exclusively of pirated
software. A number of cable internet vendors in the US are moving in

Goto http://download.openoffice.org/2.3.1/index.html?focus=download
and click on the operating system for the US English download.

For some unfathomable reason, the OOo site doesn't provide a
centralized location from which one can select a localization of OOo.
You have to hunt for the l10n project, and then hunt on their pages to
find out where you can download the localization from.

is OxygenOffice 2.3.1 which is available in several European languages.

http://translate.org.za/content/view/1806/54/ contains the 2.0.3
version of OOo in the languages of South Africa.
