What you do is OK.
I can make forms with OOo 2.3.1 on XP that do work in Acrobat.
Also with OO 2.2.0 on Debian, I can make forms that do work.
Only on Debian, with PDF viewer Envice 0.4.0 (might be old ;-) ) I'm not
able to use the fields.
So probably an issue with the combination PDFreader & Fedora?
