I think that will produce two tables of contents, each with all the same
entries (been there).
You might be able to using different paragraph styles in the two
documents for the items that are picked up by the TOC's and specifying
that one TOC look for one style and the other TOC look for the other.
The styles could be identical except for name.
That seems awkward though; maybe someone else will have a better suggestion.
