Change the spacing for the frame implicit round the picture: for a single picture, right-click, select "picture...." and then "wrap"; change as needed. You can also do this by changing the default style for graphics frames: F11 to bring up the stylist, click the 3rd icon (frame styles) and right-click graphics. Then as above. If this is a permanent requirement, save a template file.
