Sorry, it isn't an answer to your question (I haven't a clue) - but in time of need there's a nice tricky workaround [OOo 2.3.1 / OOo-dev 2.4.0 (m240) - WinXP]: - export as PDF and - open with Adobe Reader 8.1 ... and I can access all links ... (1) maybe some hints ...
