[users] Quick start icon

Hello all, I upgraded from 2.3 to 2.3.1 and I find that the quick start 
icon in the lower right side of the screen never appears. I launch 
Writer with the proper icon, launch the quick start icon directly from 
the program in Program files. The icon stays for the duration of the 
session and does not appear after a shut down. Any idea ? Thanks and
