Under the terms of the licence it is *legal* to charge for OpenOffice provided the other terms are met. Some people charge a nominal amount for OpenOffice on CD. This provides a useful service to those who do not wish to download the software because they have expensive/slow/unreliable internet connections. Some people charge for enhanced functionality and/or add-ons (like templates etc.) and/or assistance with [multi-site] installation and/or training and/or support. Some of these are legitimate ethically as well as legally. Some people are just out to make a fast buck by charging the gullible for what could be had for free. The ones I dislike most are those who charge for support and then point their "clients" at this free mailing list. But it's all legal.
