If you want to read a PDF document you receive, you need something like
Adobe Reader, which is free but has no connection to OpenOffice.org
If you want to create a document and convert it to a PDF file OpenOffice
.org will do that.
If you want to scan something and save the resulting image as a PDF
file, some scanner software or image processing software will do that.
