You appear to be using Microsoft Windows, but you have not told us which
version. When you start the OOo (OpenOffice.org) installer program it
should automatically start the installation process. If you have somehow
managed to unpack the installer file by some other method, or the
installer abnormally stopped at the end of the unpacking stage, you
should have a directory/folder somewhere on your computer (maybe your
desktop) called something like "OpenOffice.org Installation Files". Find
the file inside that directory/folder named "setup.exe" [1]
open/run/start run that program and the installer process should start.

[1] Depending upon how you have your Windows operating system configured
the ".exe" part of the file name may not be visible.
