If that system isn't sufficient or is marginal, she may try v1.1.5, which is the latest of the 1.x series. This version can read, but not write the new ODF file formats supported in OpenOffice v2. You can copy the installer file to a CD or USB drive, to get it to that computer. I believe that IE update can also be downloaded and copied to that computer in the same manner.
