This seems to be a problem with Windows Vista Mail, not OpenOffice.org. I do not use Windows Vista Mail but most sane programs offer an "Open With..." option if they do not know by default. You could try an alternative email program like Thunderbird with Lightning until Microsoft get this sorted.
