This might depend on exactly what editing they need to do and what
form of result you or they need, but for some purposes this certainly works:
o Open your document in Draw.
o Use Edit | Select All (or Ctrl+A) to select all the drawing.
o Copy the drawing, using Edit | Copy or Ctrl+C.
o Start a new Impress presentation.
o Paste the drawing into the presentation, using Edit | Paste or Ctrl+V.
o Save the presentation using File | Save As..., selecting
"Microsoft PowerPoint 97/2000/XP (.ppt)" for "Save as type".
Such a file can be further edited in Impress, so I assume it could be
edited in Powerpoint, too.
