What you are describing is vendor lockin.

In addition Publisher is not a real Desktop Publishing Program, often
seen as a toy program by DTP experts. 98% of the normal users purpose
for using Publisher is achieved in Writer or a combination of
Writer/Draw. Most of the functions normal users would use are features
of modern Word Processors. The only impediment to change is often only
familiarity with the'lock-in program'. Other than that Publishers only
other benefit seems to be the number of built in templates.

If you wish to use a real desktop publishing program scribus is a free
alternative.
