Follow up to original request, (included below).
In an attempt to fix the problem, the following were tried and failed:
to reinstall and uninstall 2.3.1;
a registry fix;
a system restore, using a previous date; and
an attempt to repair both 2.3.1 and a WinRAR file associated with OOo.
restarting the PC numerous times.
Now, I'm getting the following ERROR MESSAGES:
Upon attempting to start OOo:
"Missing vcl resource. This indicates that files vital to localization are
missing. You might have a corrupt installation." You don't say!
When I attempted to reinstall... :
"Error 1334. The file 'parcel_descriptor5.xml can't be installed...can not
find 'openofficeorg1.cab'...indicate network error...a problem with the
package."
When I attempted to find/access 'openofficeorg1.cab', I got a message from
WinRAR:
It's refusing to allow me use of the 'openofficeorg1.cab' file, because
the
WinRAR program associated with OOo 2 is a
"40 day evaluation copy"; and thatI must buy the WinRAR program... ??
The previous response from OOo was:
"When you start the install, verify the old version is not running. This
includes the quick starter, located near the right end of your task bar."
That was probably in the instructions on the download page...If I'd stopped
to read them, and not taken for granted there'd be no problem...I most likely
wouldn't be in this situation.
In light of the current error messages,
CAN I USE THE RECOMMENDED APPROACH NOW, after the fact?
