Hmmm. This works for me on Win Xp Pro with OOo 2.2. So
a) Are you sure you spelt the path to the data file correctly when you created the shortcut? b) Could it be a difference between your OOo 2.1 and my 2.2? The latest is 2.3 ... c) You have correctly typed the quotes in your e-mail message; have you remembered to put them in the shortcut as well?

I first did it in a CMD window and then copied/pasted the command into a new shortcut in my Start menu.

The other thing you could try, *if* the *type* of the document you want to edit is *associated* with swriter.exe or with soffice.exe, is simply to put the full name of the file (in quotes) as the command. You may not have .rtf files associated with OOo but if you did that then this trick will work and should be independent of the OOo version number.
