Burning a CD or DVD is not a function of OpenOffice. In XP, CD & DVD burning is a function of the operating system or a 3rd party disk burning application. Earlier versions of Windows required 3rd party software. Once you've figured out how to burn a CD or DVD on your computer, you can then use that method to burn a CD or DVD, with files from OpenOffice or any other application. So, you create your presentation with Impress and save it to your hard drive. Then you use whatever method you have available, to burn your CD or DVD. As I mentioned, with XP, there should be a folder for your burner drive. Look in the "My Computer" folder for your drives. Look in there for the CD or DVD burner drive and open the folder. You copy your presentation file to that folder and there should be a link on the left side of that folder to start burning. I don't have a Windows system with a burner handy, so I can't provide the exact details. However, it is a two stage process. You create the presentation and save the presentation in the first step and then burn it to your DVD in the 2nd.
