You can set OpenOffice.org Writer to do this through Tools -> AutoCorrect... -> Options and checking “Ignore double spaces”.
But forcing this to be on all the time would be rather fascist, especially since the user may want to end sentences with double spaces to emulate typewritten copy or in legal texts. Absolutely forbidding double spaces would not be acceptable.
I note that in your typing you, yourself, use double spaces at the end of each sentence.
