[users] Windows Installer upgrade needed??

I downloaded the openoffice program on a computer with windows xp 
because the download was too slow on my older computer which has windows 
98 on it. I copied the file to CD and tried to install on the windows 98 
computer but got a message saying I need a higher version of windows 
installer. I don't understand why since you state this is a compatible 
program for 98. Please tell me what to do next. thanks.
