It's not hard to find in the wild. Some RFCs specify it (reluctantly) as an accepted alternative to the more sensible formats. I don't say it's a good idea, but it /is/ the easy way to get time in C (though I don't know why it was chosen), and it /is/, as a result, common as muck, even though it's stupid.
