Do you mean insert diacritics? If so, in the OOo menu go to 'Insert/Special Charactor'. For NeoOffice you could ask on their support list.
Also, on your Mac you could go to 'System Preferences/Personal/International/Input Menu' and turn the Character Palette and/or Keyboard Viewer on.They will put an icon on your menu bar. You can use these in any program.
