http://documentation.openoffice.org/manuals/oooathors2/. Look in the Writer Guide list for the two chapters on styles. They will tell you how to set up a template with the formating you want. They will also show you how to make that template your default template. If you are going to use Writer very much, I suggest you thoroughly study these two chapters. The rest of the Writer Guide might be a great help also at some point.
