For all practical purposes, it doesn't deal with ligatures.

Yes, but.

If your font has precomposed glyphs with the appropriate ligatures,
use that,  Otherwise results will be unpredictable --- especially when
using something other than the Latin Writing System.

Hopefully,one of these days the developers will realize that ligatures
are not merely the province of desktop publishers, but some living
written languages require them.   But until that day comes...

OOo can not correct for incompetence in creating documents from MSO.
