This is a hash sign: # I believe that you may call this a number sign, but the technical name for it is hash. Tell me, in what language is the document written? If it's not English, then it still might be simply badly encoded. I need to know what your system encoding is. Go to Start -> Run and type in "cmd" without the quotes. Then in the terminal type in "chcp" without the quotes. Tell me what it says. I might be able to decode something, though honestly, I doubt it.
