Works for me. Not sure why the popup doesn't dismiss.

Perhaps you can check:

Tools|Options|OpenOffice.org|Accessibility

and make sure that "Use automatic font color for screen display" is
turned off/unchecked.

OOo 2.3.1 (linux).
