You can, but it's difficult compared to a web page editor/composer.

If it's just a simple page, Seamonkey has a component as part of the whole package called "composer" that works well for me as you can quickly switch between source code and viewing the page or the page with tags.

If you want something with greater capabilities, I used to like Arachnophilia: http://www.arachnoid.com/arachnophilia
which is careware.   I'm assuming this is not a business web page.
